Hon. Colonial Secretary,

I herewith forward a petition signed by all

the Executive Engineers who are at present in the Colony, by 4

of the Assistant Engineers and by two of the Surveyors, remons-

-trating against the filling of the vacancy caused by Mr. Jones'

departure by an Officer from outside the Department.

I submit the following remarks upon the

senior signatories and the conditions which prompted me to

make the recommendation I have done. I will also refer to

absent officers.

J. F. Boulton, 2nd. Assistant Director of

Public Works, has just gone on 12 months' leave. Is completely

broken down in health and unfit for duty.

H. P. Tooker, Executive Engineer, is not in

my opinion, competent to fill the vacant post. I would also

refer to Despatch No. 316 of 1902 of the 0. A

dealing with

a petition from Mr. Tooker to be appointed Assistant Director of

Public Works, and to C. 0. D. No. 193 of 1899, covering the

following report from Dr. Manson:-

"He is a man of an excessively nervous

"temperament and one who is likely in ry opinion to again break

*down under the strain of work and responsibility".

C. H. Gale, Executive Engineer; whilst &

very competant officer in many respects, he does not, in my

opinion, possess the qualifications required for the vacant post

Moreover,

he goes on 10 months' leave on the 27th. instant,

under medical certificate.

A. H. Hollingsworth, Executive Engineer,

at present on 12 months' leave, from which he is due to return

on the 20th. October next. Is a capable officer in many respects

but has an unfortunate menner and is lacking in tact.

H. G. C. Fisher, Executive Engineer. A

capable architect, but is quite incapable of performing the duties of the vacant post. Is fully occupied with the Law Courts
